Call to the 2004 Kentucky Democratic Conventions
provided by the Kentucky Democratic Party
Pursuant to the By-laws of the Kentucky Democratic Party, this Official Call for the Conventions of the Kentucky Democratic Party to be held in 2004, adopted by the State Central Executive Committee on December 19, 2003, is issued. The conventions shall be held as follows:
- Precinct Conventions shall be held on Saturday, April 17, 2004 at 10:00 a.m. prevailing time.
- County or Legislative District Conventions shall be held on Saturday, April 24, 2004 at 10:00 a.m. prevailing time.
- County and Legislative District Caucuses to shall be held on Saturday, June 5, 2004 at 10:00 a.m. prevailing time.
- Congressional District Conventions shall be held on Saturday, June 19, 2004 at 11:00 a.m. EDT.
- The State Convention shall be held on Saturday, June 19, 2004 at 3:00 p.m. EDT.
PURPOSE OF THE CONVENTIONS
Precinct Conventions shall be held on Saturday, April 17, 2004 at each precinct’s regular
polling place for the purpose of electing a committee of three (3) members composed of a
committeeman, committeewoman and a committee youth member (35 years of age or
younger), all of whom shall be registered Democrats in that precinct. All Democrats
registered to vote as of April 19, 2004 in their respective precincts can attend and
participate in the precinct convention.
County and Legislative District Conventions shall be held on Saturday, April 24, 2004 for the purpose of electing delegates to attend and participate in the Congressional District and State Conventions. There shall be county conventions in all counties of Kentucky except those divided into six (6) or more legislative districts, in which case legislative district conventions will be held. The total number of delegates elected to the Congressional District and State Conventions will be 1,000.
The County Executive Committees shall also be elected at the county conventions. Legislative District Chairs and Vice-Chairs shall be elected in counties with three or more legislative districts at their Legislative District Conventions, and shall form the County Executive Committee.
The Precinct Committee Members elected on April 17, 2004 shall constitute the voting members at the County Convention and Legislative District Conventions.
The County and Legislative District Caucuses to be held on June 5, 2004 shall elect delegates to participate in the Congressional District and State Conventions where they will elect the delegates and alternates to the Democratic National Convention.
Congressional District Conventions shall be held on Saturday, June 19, 2004 at 11:00 a.m. EDT and be comprised of those delegates elected at the respective County and Legislative District Conventions in each of the six (6) congressional districts.
Delegates elected April 24, 2004 at the County and Legislative District Conventions shall elect two (2) men and two (2) women of any age and one (1) man or woman thirty years of age or younger to serve as voting members of the State Central Executive Committee.
Delegates elected June 5, 2004 at the County or Legislative District Caucuses shall:
- Elect delegates and alternates from each Congressional District to attend the National Convention.
- Elect one (1) Presidential elector and one (1) alternate from each Congressional District.
The State Convention shall be held on Saturday, June 19, 2004 at 3:00 p.m. EDT and be comprised of those delegates elected at the respective County and Legislative District Conventions.
Delegates elected April 24, 2004 at the County and Legislative District Conventions shall:
- Adopt or amends changes to the Party By-Laws as proposed by the State Central Executive Committee.
- Elect:
- a Chair and Vice-Chair of the State Central Executive Committee who are of the opposite sex;
- Three (3) Democratic National Committee Members; and
- Nine (9) members to serve at-large on the State Central Executive Committee.
Delegates elected June 5, 2004 at the County or Legislative District Caucuses shall:
- Elect an unpledged add-on delegate and pledged party and elected official delegates to attend the National Convention.
- Elect two (2) Presidential electors at-large and two (2) alternates.
